Broadband Infrastructure on STIP Projects
ODOT is proposing to adopt rules to describe how ODOT will notify and coordinate with broadband providers when there are STIP projects that may have conduit trenches that could accommodate a provider’s broadband infrastructure.

Changes to Chapter 734, divisions 59, 60 and 65 re: outdoor advertising signs*
SB 417 (2025) adds specific language regarding acceptable lease documentation and removes the requirement for multiple permits to be surrendered when applying for digital sign permits. ODOT proposes these rule amendments and adoptions to accommodate SB 417 for all sign companies. All other changes are made to accommodate these changes and for structural clarity.

*ODOT made some changes to the proposed rules based on public comments received in September 2025. ODOT is reopening the public comment period for this proposed rulemaking with a hearing as requested.

Requests for Driver Records from Other Jurisdictions
Oregon Laws 2025, Chapter 415, section 48 amends ORS 802.200 and expands DMV’s authority to request and receive driver record history from other jurisdictions and add the history to the Oregon driver record. DMV proposes. The new language requires DMV to adopt rules describing when DMV will request or receive the records, when DMV will establish Oregon as the state-of-record for persons not issued an Oregon identification card, driver license or permit, and how DMV will use driver conviction history received from another jurisdiction. DMV proposes these amendments to align with the recent statutory amendment. See the notice for a more detailed list of DMV’s proposed changes.

Vehicle Appraisals and Disposal of Abandoned Vehicles
Oregon Laws 2025, Chapter 415, sections 18 and 19 increased the appraisal value threshold for an abandoned vehicle to be towed. Previously set at $500, the threshold is now $1,000. DMV proposes these amendments to reflect the new threshold value.

Hardship Driver Permits
Oregon Laws 2025, Chapter 415, section 8 expands who is eligible for issuance of a hardship permit. DMV proposes these amendments to reflect new statutory language. DMV is also taking this opportunity to update some other aspects of the hardship permit rules. See the notice for a more detailed list of DMV’s proposed changes.

Shortline Railroad Rehabilitation Tax Credits
ODOT is proposing to amend these rules to provide clarification and ensure a more orderly final certification process.
