Proposed rulemaking for March 2026

DMV-Approved Out-of-State Motorcycle Rider Education Course
DMV proposes to amend OAR 735-062-0078 to add an out-of-state motorcycle rider education course to the list of DMV-approved motorcycle rider education courses. The additional motorcycle rider education course will provide another option to obtain a motorcycle endorsement while the applicant is temporarily residing outside of this state, but domiciled in or a resident of this state.

Anticipated date of OTC Approval: May 7, 2026

Vehicle Dismantler Submission of Fire Inspection Reports​
The enactment of HB 2706, effective January 1, 2026, increased the validity period for dismantler certificates to two years. DMV is proposing to amend OAR 735-152-0007 to clarify when dismantlers must submit the annual fire inspection report during the non-renewal year.
